Poor people saw a chance for some of the wealth of the state to come their way, but the rich saw that they would lose some of their property by these reforms.

It only explains some of what happens but ignores much of the subtler and longer term changes in the economy, environment and social changes.

It is a narrative that comes through in the ancient sources and it is very much the way modern leaders like to explain their own successes (charisma, talent, will).
